Best value review

ADP has worked closely with the London Borough of Newham’s Social Regeneration Unit (SRU) on a number of projects relating to debt, poverty and social inclusion. ADP worked with the SRU on a supplementary best value review of services particularly in relation to benefit take-up work. The review aimed to place SRU activities within a wider context of benefit take-up work throughout England and the rest of the UK particularly in relation to evaluating services.

Impact Assessment

ADP worked with the SRU to undertake an impact assessment of the agencies involved in carrying out services relating to an income maximisation project. ADP evaluated services based on set outputs and outcomes and reported the impact of these services on local residents and on local and national targets.

Adviceline Newham

ADP were commissioned to carry out a scoping and feasibility study of the development of a telephone service, Adviceline Newham, to provide Newham residents with basic information on social welfare issues and to ensure effective referral to appropriate agencies providing more detailed advice and assistance. Following on from the scoping and feasibility work ADP developed a number of outcomes for the project to achieve. This included establishing an effective infrastructure for the project, developing internal systems including an electronic referral system, implementation of a marketing plan to promote the service, ensuring access and delivering an accessible and available service to Newham residents.

Newham Interpreter Service

ADP worked with the SRU and Language Shop Newham to consider the implementation of an interpreting service to provide non-English speaking Newham residents with access to information and advice on social welfare issues. ADP worked in partnership with SRU and Language Shop to develop an implementation plan for the service, made recommendations to progress development and liaised with potential service funders on behalf of the project.

Project evaluations

ADP carried out evaluations of three services based in the London Borough of Newham and funded through the Neighbourhood Renewal Fund. The services evaluated were a home visiting service for older people run by Age Concern Newham, a job brokers scheme run by East End CAB in partnership with private job broker firms and information and advice service held at GP’s surgeries run by Community Links. ADP undertook three separate evaluations and carried out surveys of service users and key partner agencies to determine the progress that the services had made. The evaluation reports were used to assist the projects secure future funding as the Neighbourhood Renewal Fund funding was coming to an end.
